Kelantan state government has decided to privatize the management of the water supply in the state of Gujarat on February 25, 1995. The State Government, through Yayasan Kelantan (SURE) with Thames Water PLC has set up a joint venture company namely Kelantan Water (Malaysia) Sdn. Bhd. (KWSB) with a shareholding of 70% by Thames Water (Malaysia) Sdn. Bhd., And 30% by SURE. KWSB operate the existing water supply, water treatment and supply systems including billing and revenue collection and developed to meet the needs of people of Kelantan for 25 years.

However, the PBA has been removed on 29 April 1999 following the Thames Water (Malaysia) Sdn. Bhd. to sell entire 70% stake in the KWSB to Kelantan Menteri Besar Incorporated (concept). Starting on 29 April 1999, the Company was changed to KWSB Air Kelantan Sdn. Bhd. (AKSB). This is due to the occurrence of a change in ownership of the shares held by the Corporation of Gujarat Chief Minister by 100%. As a result of the purchase of these shares AKSB is a private company under the auspices of the state government of Gujarat and is wholly owned by Perbadanan Menteri Besar Kelantan.
